He graduated from the University of Singapore (now known as the National University of Singapore) in 1977 with an LLB (Hons.) and was admitted to the Singapore Bar in 1978. He participated in the foreign-lawyers attachment program in New York with the Wall Street law firm of Milbank Tweed Hadley and McCloy in 1986. He was one of the Founding Partners of Chu Chan Gan & Ooi in 1986.

He has extensive expertise in the field of corporate law including joint ventures, mergers and acquisitions, and corporate restructuring. He has advised various clients in several recent corporate finance transactions involving the raising of more than US$100 million investment capital, and he has also advised technology start-ups including investee companies under the Technology Incubation Programme of the Singapore National Science & Technology Board now known as Agency for Science, Technology and Research (A*Star), and spin-off companies from the National University of Singapore. He is involved extensively in regional joint ventures and cross-border transactions.

A substantial part of his practice includes technology licensing, commercial law, franchising, computer law and advising on internet and e-commerce transactions, and management corporations.

Recent franchise transactions include education and training franchises including enrichment programmes; restaurant and bar franchises; fast food franchises; children’s gym franchises; beauty and wellness franchises; spa franchises; and fashion, sporting goods, health products, computer products, and other specialty retail concepts.

Other recent commercial transactions included drafting and advising on trademark licensing agreements; agency and distribution agreements for telecommunication products, products in the semiconductor industry and other commercial and consumer products; reseller agreements for computer related products; software and website development agreements; toll blending agreements for petroleum and chemical products; patent and technology licensing; power station optimisation program; and other cross-border commercial transactions.

He is a member of the Law Society of Singapore and the Singapore Academy of Law, and is a Notary Public and a Commissioner for Oaths. He is also a member of the Licensing Executives Society (Singapore), the Singapore chapter of the Licensing Executives Society International (LESI), and an associate member of the Franchise & Licensing Association (Singapore). He speaks at franchising and licensing conferences and seminars.
